  1. Introduction:
    The Rocky Mount Housing Authority is seeking proposals from qualified organizations or individuals to rent the Community Center located at 1060 Pinehurst Drive, Rocky Mount NC 27801. The Community Center is owned and managed by the Rocky Mount Housing Authority.

  2. Purpose:
    The purpose of this RFP is to identify a Tenant who will utilize the Community Center for activities that benefit the local community. The Rocky Mount Housing Authority (RMHA) hereby requests "Service Proposals" from qualified Firms to provide Family-Oriented Service Programming for a two (2) year period with an option to extend an additional year if agreed upon by both the Owner & the Tenant. The selected Tenant will be expected to maintain the facility and adhere to all terms and conditions set forth by the Rocky Mount Housing Authority.

  3. Facility Description:

    • Location: 1060 Pinehurst Drive, Rocky Mount, N.C. 27801
    • Size: 2770 Sq. Ft.
    • Amenities: Open program space, kitchen, (1) office; (1) kitchen; (2) lavatories
    • Utilities: Natural gas, electric, water/sewer provided by the City of Rocky Mount
    • Availability: Sunday through Saturday

  4. Scope of Services:

    • The Tenant will be responsible for:
      • Conducting activities that align with community needs and interests of low-and moderate-income families; preference to enroll in program offering(s) given to RMHA residents first.
      • Providing opportunities that will promote self-sufficiency for working adults
      • Teaching positive character values to youth and teens
      • Nurturing the potential of children, promoting healthy living and fostering social responsibility
      • Providing high quality programs and services for health seekers and their families
      • Meeting the growing physical and social needs of our public housing and Section 8 residents
      • Maintaining the cleanliness and order of the facility
      • Complying with all local, state, and federal regulations
      • Providing regular reports on activities and usage

  5. Proposal Requirements: Proposals should include the following information:

    • Organization/Individual Information: Name, address, contact details, and a brief description of the organization or individual
    • Proposed Use: Detailed description of how the Community Center will be used, including types of activities, target audience, and schedule
    • Experience: Relevant experience in managing similar facilities or conducting similar activities
    • Financial Proposal: Proposed rental fee and any additional costs covered by the Tenant
    • References: Contact information for at least two references who can attest to the proposer's qualifications and experience

  6. Responsibility of Prospective Contractor:

    • All firms are required to be licensed under State Laws governing their respective trades (if applicable). RMHA will award contracts only to responsible prospective service providers who can perform successfully under the terms and conditions of the proposed contract. RMHA may consider such matters as the offeror's: (1) Integrity (2) Compliance with public policy (3) Record of past performance (4) Financial and technical resources (including computer and technical equipment).
    • All proposers must carry one million dollars general liability, one million dollars general liability automotive insurance and Workers Compensation insurance.
      • The proposer who ultimately receives this service contract (Lessee), The Rocky Mount Housing Authority will require Lessee to prove $1,000,000.00 Comprehensive General Liability Insurance, $1,000,000.00 Business Auto Liability with Rocky Mount Housing Authority as additional insured; and if applicable according to North Carolina State Regulations-Workers Compensation; $1,000,000.00 Employer's Liability.
    • The Lessee will be responsible for all janitorial cleaning services.
    • All aesthetic upgrades and returning contracted space back to its original condition once the terms of the contract have been satisfied or ended.
    • Maintenance repairs up to $500.00 per incident
    • Security monitoring
    • Proposed rental rate per annual (monthly payments are permissible)

      6-B. Desired Qualifications:

      1. Specialized knowledge and an understanding of Federal, State and Local Housing Programs.
      2. Prior experience as an organization performing and managing family-oriented programming; specifically, to low/moderate income families.
      3. Prior experience as an organization coordinating community services and resources for the betterment of a target population; specifically public housing and Section 8 Residents.
      4. The ability to be responsive to the Authority's needs and provide quality-laden programming and services to Residents of Public Housing and surrounding neighborhoods.
      5. Bonus evaluation points will be given to all Section 3 business Enterprise, Minority Business Enterprise and/or Women-Owned Business.

  7. Evaluation Criteria: Proposals will be evaluated based on the following criteria:

    • Alignment with community needs and interests - detailed description of how the Community Center will be used, including types of activities, target audience, and schedule (35 Points)
    • Experience and qualifications of the proposer - relevant experience in managing similar facilities or conducting similar activities (35 Points)
    • Financial proposal - proposed rental fee and any additional costs covered by the Tenant (20 Points)
    • References and past performance - contact information for at least two references who can attest to the proposer's qualifications and experience (10 Points)
    • Section 3 - (5 Bonus Points)

  9. Late Submissions/Modifications and Submission Instructions:
    • Any proposal received after the exact time specified for receipt will not be considered.
    • Any modification of a proposal is subject to the same conditions as in paragraph (a) of this section.
    • The only acceptable evidence to establish the time of receipt at the RMHA is the time/date stamp of RMHA on the proposal wrapper or other documentary evidence of receipt maintained by the RMHA.
    • Proposals may be withdrawn by written notice, received at any time before award.

  10. Terms and Conditions:
    • The Rocky Mount Housing Authority reserves the right to reject any or all proposals.
    • The selected Tenant will be required to sign a lease agreement and comply with all terms and conditions set forth by the Rocky Mount Housing Authority.
