The Housing Authority of the City of Rocky Mount (RMHA), a recipient of federal assistance through the U.S. Department of Housing and Urban Development (HUD), hereby gives public notice of its intent to utilize a competitive negotiation process, in accordance with 2 CFR 200 317-326, for the procurement of qualified firms and/or individuals to provide technical support, assistance, system assessment, network design and installation, and training services to RMHA Staff involved in the operation of the Information Technology and Management Information Systems.

  1. Background Information:

    RMHA's IT environment includes the following components:
  • Virtual Machines (Azure): RMHA operates 2 Virtual Machines hosted in Microsoft Azure, running on Windows Server 2019. These VMs serve as:

    • Domain Controller
    • Application Server for our main business application, Lindsey.

  • Microsoft 365 Business Premium: All RMHA users utilize M365 Business Premium, which is fully backed up to the cloud. This includes data backups for Outlook, SharePoint, and OneDrive. Email filtering is also implemented for all users.
  •  
  • Adobe Licensing: Specific users are provided with Adobe licenses to meet their business needs.
  •  
  • VoIP: RMHA employs a cloud-hosted VoIP solution for telecommunication needs.
  •  
  • Cybersecurity Awareness Training: The organization conducts regular Cybersecurity Awareness Training and Testing campaigns for all users, helping to foster a security-conscious culture.
  •  
  • PC Environment: RMHA's PCs run Windows 10 and Windows 11 are protected by:

    • Web filtering
    • Endpoint Detection and Response (EDR)
    • Patch Management

  • Third-party Cybersecurity Service: RMHA leverages a third-party Managed Detection and Response (MDR) solution for 24/7 threat monitoring, detection, and incident response services. This includes:

    • Continuous monitoring of networks, endpoints, and cloud environments.
    • Advanced threat intelligence and machine learning to detect and mitigate cyber threats in real-time.
    • A Security Operations Center (SOC) provides real-time threat analysis and incident response.

  • Website Hosting: RMHA hosts its website in-house.

  • Internet Service Provider: RMHA's internet is provided by Optimum.

Deadline for questions:
November 11, 2024, EDT. The answers to questions received will be posted by November 15, 2024, by the end of the business day. All questions and answers will be posted on the website at www.RMHA.org.

DEADLINE FOR SUBMISSION OF PROPOSALS:
Three (3) sealed copies of the proposal must be received by the RMHA prior to 3:00 P.M. on November 22, 2024. One (1) copy should be submitted as a loose producible copy. All copies of the proposals must be SEALED and plainly marked as "Information Technology Support Services Proposal." All responses should directly address each specific selection criteria under a specific heading. Incomplete proposals will be rejected.
